GIS Pipeline Integrity Mapping and Analysis

GIS MappingATSI was selected to provide on-site and offsite GIS Analysts to facilitate the implementation of regulatory compliance reporting under the Federal Pipeline Integrity Management Act for an interstate natural gas transmission/distribution pipeline company. GIS Analysts were tasked with designing a mapping system to meet the client’s specific needs under stringent federal regulations. ATSI incorporated Geographic Information System (GIS) technology and custom VBA tools to reduce time spent and produce a more usable mapping product integrated with the client’s pipeline integrity database. Custom automated processes were designed to add high-resolution orthophotos to map documents, map pipe data and ILI data on pipeline ROW centerlines, identify and locate high consequence area (HCA) and Class Location, and create geographic location for historical leak inspection reports. The integrity of the existing data and data input were managed and maintained for the Risk Assessment Data Model and the Baseline Assessment Plan. Annual budget maps, pipeline construction maps, pipeline replacement maps, In-Line Inspection alignment sheets and Pipeline Integrity maps were created. A pipeline class location study and HCA study were compiled to determine areas of high risk along gas transmission and storage lines to comply with DOT regulations. Aerial photography, satellite imagery and GPS data were analyzed to determine proximity of houses, public facilities, gathering places and unoccupied structures to the gas line. Input was provided to assist client with selection and implementation of commercially-available pipeline integrity software. Data was converted from AutoCAD, FRAMME, various databases and hard copy legacy mapping.

Natural Gas Pipeline Enterprise GIS

ATSI was selected to provide on-site GIS Analysts and Technicians to facilitate the implementation of a companywide Enterprise GIS for an interstate natural gas transmission and distribution pipeline company. Data preparation, digitizing and conversion were performed on various data sets such as pipeline plan and profiles, strip maps, AM/ FM FRAMME mapping, structures, valves, stations, road and stream crossings, pipeline corrosion and risk assessment. Supplemental control points were created based on this data to ensure that legacy data overlays are properly displayed along the pipe centerlines. Data was converted from AutoCAD, FRAMME, various databases and hard copy legacy mapping.

GIS Workflow Analysis/Needs Assessment

ATSI was selected to provide a GIS Workflow Analysis/Needs Assessment to facilitate the implementation of a company-wide Enterprise GIS for a natural gas transmission and distribution/electric transmission and distribution utility company in New York State. This assessment provided the client with the technical and financial information needed to move forward with a phased implementation plan. Data inventory, data evaluation, department and manager interviews, conceptual database structure model, prioritize goals & objectives, and a cost benefit analysis were all performed as part of this project.

Natural Gas Pipeline and Electric Power Enterprise GIS

ATSI was selected to provide on-site and off-site GIS Analysts and Technicians to facilitate the implementation of a company-wide Enterprise GIS for a natural gas transmission/distribution pipeline and electric transmission/distribution company in New York state. An on-site Program Manager was provided to facilitate the successful implementation of this 3-year project along with an on-site GIS Data Administrator/Analyst who migrated, converted and maintained all of the data for various departments. Data preparation and conversion was performed on various legacy data sets while metadata standards were implemented and custom data models were developed. Off-site GIS Analysts and Technicians were provided to support ATSI on-site personnel and various client requests.

GIS Pipeline Integrity Mapping and Analysis

ATSI was selected to provide on-site GIS Analysts to facilitate the mapping of pipeline assets to fulfill regulatory compliance reporting under the Federal Pipeline Integrity Management Act for federal and state agencies for an international specialty gas manufacturer. Data was collected, verified and digitized to electronic GIS format from various historical documents including hard copy construction drawings then migrated into a custom database model for more accurate pipeline representations. ATSI developed an official work process, with regards to data editing, and trained customer personnel that had varying levels of GIS experience. ArcGIS and GeoFields software applications were utilized in accordance with National Pipeline Mapping System (NPMS) Standards. Additional mapping support has been provided upon request for presentations and as a planning tool for future pipeline construction. Risk analysis/modeling support has been given to ensure Federal and state regulatory compliance, as well as pipeline integrity.
