Commissioning

Commissioning is the process of checking that the mechanical, piping, electrical and control systems for a given project are operating as designed, before the project comes on-line and is turned over to the Owner. It is a step-by-step documented process, which allows for sequentially bringing systems on-line safely and without damage as they are completed. 

ATSI provides complete commissioning services, beginning with the assignment of a Commissioning Manager to develop the overall plan during the design phase. Our commissioning services include the following activities:

  • Definition of the systems to be commissioned
  • Definition of commissioning stakeholders
  • Development of commissioning plan and documents
  • Scheduling of commissioning activities
  • Execution and documenting of commissioning activities in coordination with Owner, equipment suppliers and contractors

Control system commissioning requires the most forethought and integration from the start of design; the hierarchy of the systems must be designed for start-up. Control panels and operator stations must be configured to allow for a sequential commissioning of various sub-systems.  Other requirements for control system commissioning include:

  • Integrated factory acceptance testing (IFAT) of the control system hardware and software
  • Factory acceptance testing for individual components
  • Establish the testing procedures to prove or check all interlocks, safety shut-offs, instrument signal ranges and programming logic
  • Develop an instrument calibration plan
  • Perform I/O checkout
  • Develop the cold and hot commissioning plan for each part of the project as the construction is completed and the systems are energized

Hot CommissioningATSI has performed the commissioning phase on many complex projects and understands the important role this phase of the work has on the overall success of the project. Commissioning will impact the construction sequence and therefore is integrated into the construction schedule. Construction must be sequenced to release completed systems to the commissioning team as they are finished, in order to maintain the shortest possible overall schedule.

The commissioning plan will define how each piece of the equipment or each system will be commissioned, typically in two stages.  The first is cold commissioning (unloaded) is done with unloaded equipment (i.e. running a conveyor belt without any material on it) the second is hot commissioning (loaded) is done under partial and full loading.
